Managed IT for Emergency Services Districts
Fire and EMS districts cannot wait on technology. Prime ITS helps Texas Emergency Services Districts keep stations, administrative offices, and board operations connected, secure, and documented.

An Emergency Services District runs two businesses at once. One is the public-safety operation: stations, apparatus, crews, and the systems that support response. The other is a small public entity with a board, a budget funded by taxpayers, public meetings, records requests, payroll, and audits. Both depend on technology, and both get hurt when it fails.
Most ESDs do not have a full-time IT department. Technology often ends up with an administrator, a chief, or a volunteer who is good with computers, plus a handful of vendors who each own one piece. Prime ITS gives the district one accountable IT partner from our north Houston office, working alongside the vendors you already rely on rather than replacing them.
What usually goes wrong
- Stations spread across the district, each with its own internet circuit, firewall, Wi-Fi, and printers, and nobody with a full picture of all of them.
- Several vendors involved (dispatch/CAD, records management, radios, alerting, phones), with no one coordinating between them when something breaks.
- Shared station computers and shared logins that make it hard to know who did what.
- Email and files tied to a former employee or a personal account instead of district-owned Microsoft 365.
- Ransomware and phishing aimed at local government, where a single compromised mailbox can stall payroll or vendor payments.
- Weather events: power loss, flooding, and connectivity outages during exactly the times the district is busiest.
How Prime ITS approaches it
- Document every site, circuit, device, account, and vendor contact so the district owns its own information.
- Monitor and patch workstations and servers, and manage station networks (for example Meraki or Ubiquiti equipment).
- Move to named accounts with multi-factor authentication in Microsoft 365, and clean up shared logins where practical.
- Protect endpoints with managed detection and response, and filter email for phishing.
- Set up and test backups for administrative data, and plan for power and connectivity loss at stations.
- Act as the single point of contact with your other technology vendors, and give the board clear, plain-language reporting.

Public records, retention, and criminal justice data
As local government entities, ESDs generally have obligations under the Texas Public Information Act and state records-retention rules. In practice that means district email and files should live in district-controlled accounts, be retained according to your retention schedule, and be searchable when a request comes in. We help configure Microsoft 365 retention and search so those requests are less painful. Your legal counsel and records officer decide what the rules require; we make the systems support those decisions.
If your district or its partners access criminal justice information (for example through a dispatch or records system connected to law enforcement), the FBI CJIS Security Policy may apply to those systems and the people who use them. Prime ITS does not claim CJIS certification. We can help with the technical controls that policy commonly calls for, such as multi-factor authentication, encryption, logging, and access control, and coordinate with your CJIS-responsible agency and vendors.

Frequently asked questions
Do you replace our dispatch or records vendor?
No. Those systems usually come from specialized vendors and partner agencies. We support the computers, network, accounts, and security around them, and we coordinate with those vendors when there is a problem.
Can you support multiple stations?
Yes. We document and manage each site’s network and devices, and we use remote tools so most issues can be handled without a drive. When someone needs to be on site, we schedule it from our Houston office.
Can you help us respond to public information requests?
We can set up Microsoft 365 so district email and documents are retained and searchable, and we can run searches when you need them. Decisions about what to release stay with the district and its counsel.
Are you CJIS certified?
We do not claim CJIS certification. If CJIS applies to part of your environment, we work with the responsible agency and vendors on the technical controls and make sure our access follows their requirements.
